What UPLIFT actually is

UPLIFT stands for the Unified Package for Livelihoods, Industry, Food and Transport. When global fuel prices surged in early 2026 on the back of Middle East oil-supply tensions, President Ferdinand R. Marcos Jr. placed the country under a state of national energy emergency. Executive Order No. 110 created UPLIFT as the whole-of-government response: a ₱55-billion package meant to cushion vulnerable households against fuel costs and inflation spilling into food prices and transport fares.

The program is split into three beneficiary groups, and which group you fall into decides how — and how often — you get paid. The list of beneficiaries is not open for public sign-up: households were identified through existing government databases, mainly the 2024 Community-Based Monitoring System (CBMS) of the Philippine Statistics Authority, the DSWD's own 4Ps registry, and SSS membership records. The three groups, explained

Group 1 — 4Ps and Walang Gutom families. If your household is already in the Pantawid Pamilyang Pilipino Program or receives Walang Gutom food packs, you are in Group 1: a one-time ₱2,000 top-up, credited automatically to the LandBank cash card or GCash account already on file. Most 4Ps beneficiaries received it through their LandBank cards during the first rollout wave; Walang Gutom recipients got theirs during monthly food-pack redemption. Group 2 — poor and near-poor households from the CBMS list. This is the biggest group and the one most questions are about: ₱2,000 every month from July through December 2026, for a total of ₱12,000. The first payout was done manually and on-site through local governments; later tranches go digitally once you enroll a GCash or LandBank account through the G2P Portal. DSWD set September 14 to October 16, 2026 as the window for the second tranche — payouts stayed manual for now while beneficiaries secure National IDs and enroll their accounts, so bring a valid ID (PhilSys National ID preferred) and watch for your LGU's notice on the exact date and venue. Group 3 — low-income SSS members. If you are an SSS member in the low-income bracket, your ₱2,000 monthly subsidy comes through the SSS, disbursed to the disbursement account enrolled with them. This group is handled entirely on the SSS side, so questions about Group 3 go to SSS channels, not DSWD.

How the G2P Portal works

The UPLIFT G2P Portal is not a public application website — that trips a lot of people up. You cannot sign up as a new beneficiary there. What it does is let already-qualified households enroll the account where the money should land: link your GCash wallet or LandBank account so DSWD can push payouts digitally instead of handing out cash on-site. DSWD's partnership with GCash has been expanding through 2026 precisely to make succeeding payouts arrive faster and spare beneficiaries the time and cost of traveling to payout venues. Watch out for scams

Every large cash-aid program attracts fraud, and UPLIFT is no exception. The rules are simple: DSWD never asks for your GCash PIN, your bank OTP, or a “processing fee” to release your payout. Beneficiary lists are fixed — nobody can add your name for a price. Be suspicious of Facebook pages and text messages claiming “second batch registration is open,” of APK files promising to “track your UPLIFT balance,” and of anyone asking you to forward a message to “unlock” your aid. When in doubt, verify through your barangay or municipal DSWD office, or through the official DSWD website and verified social pages.

Frequently asked questions

Can I apply for UPLIFT if I am not on any list? No. There is no public application. Beneficiaries were identified from the 2024 CBMS, the 4Ps registry, Walang Gutom records, and SSS data. New walk-in applications are not being accepted.

How much will I receive in total? Group 1 gets a one-time ₱2,000. Group 2 gets ₱2,000 a month for six months (July–December 2026), totaling ₱12,000. Group 3 gets ₱2,000 monthly through SSS.

Will the aid continue into 2027? As of October 2026, no agency has announced an extension. UPLIFT was created as a time-bound emergency response under EO 110, not as a regular budget program, so continuation would need a new executive order. Budget for it like it ends in December.

Do I need a National ID? It is strongly recommended — DSWD has been urging beneficiaries to secure their PhilSys National ID because it speeds up verification and enrollment for digital payouts, and it will matter for future government assistance too.
